Les Plans de Préventions des Risques Inondations (PPRI)
L es plans de prévention des risques d'inondation ont pour objet principal de réglementer l'occupation et l'utilisation du sol dans les zones à risque. Ils sont élaborés par les préfectures, en concertation avec les communes et leur population. Ils permettent de délimiter des zones d'exposition au risque d'inondation. En fonction des aléas et des enjeux présents, ils réglementent l'occupation du sol afin d'en baisser la vulnérabilité dans l'objectif de ne pas aggraver les risques en limitant exposition des enjeux (biens et personnes). Les règles s'imposent aux constructions futures, aux constructions existantes mais également à toutes les usages du sol allant des activités touristiques aux exploitations agricoles.
Ils sont annexés aux Plans locaux d'urbanismes (PLU) de chaque commune concernée.
Le document final du PPR est composé :
- D'un rapport de présentation qui contient l'analyse des phénomènes pris en compte, ainsi que l'étude de leur impact sur les personnes et sur les biens, existants et futurs. Ce rapport indique aussi les principes d'élaboration du PPR e tl'exposé des motifs du réglement.
- D'une carte réglementaire à une échelle comprise entre le 1/10 000 et le 1/5 000 en général, qui délimite les zones réglementées par le PPR.
- D'un règlement qui précise les règles s'appliquant à chaque zone.
